SAHAJ ARUNODOY KENDRA (CSC) – a new revolution for rural

Assam Electronics Development Corporation Ltd (AMTRON )
vide their communication No.AEDC/ICT/NeGP/CSC/08/SREI/1/2667
dated 07 January, 2008 has accepted SREI Infrastructure
Finance Ltd as a Service Centre Agency (SCA) for
delivering various government services through 2833
Common Services Centres named as “SAHAJ Arunodoi
Kendra” under the National e-Governance Plan.
Accordingly ,M/s SREI Infrastructure Finance Ltd
through its subsidiary, SREI-Sahaj e-Village Limited
drew up its operational plan to set up -- 1303 Arunodoi
Kendras in 7 (seven) Districts viz Tinsukia, Dibrugarh,
Sibsagar, Jorhat, Golaghat, Dhemaji and North Lakhimpur
of Eastern Assam, and another 1530 Arunodoi Kendras in
11 Districts of Western and Northern Assam viz Kokrajhar,
Bongaigaon, Baska, Dhubri, Goalpara, Nalbari, Barpeta,
Darrang, Sonitpur, Chirang and Udalgiri of the State of
Assam for implementation of the project for delivering
various services, information and programmes, etc of the
Government to the citizens and customers of interested
service providers including collection of utilities
through these CSCs.
The
Common Services Centres are being operated by the
Village Level Entrepreneurs (VLE) who ensure the
percolation of the NeGP at the grass root level.
In total 1148
SAHAJ Arunodoy Kendra’s have been rolled out so far in
the State of Assam, out of mandated 2833 Centres upto
July, 2009.These
VLEs are selected from amongst the unemployed rural
youths having the following eligibility criteria.

Proximity to customer and understanding of consumer
needs;
·
Trusted by consumers;
·
Willingness and ability to learn computers and products;
·
Initiative to tap local revenue generation potential;
·
Resident of the locality;
·
Having financial capability of making part investment;
·
Must be at least Madhyamik / HS passed;
·
He / She can understand basic computer operation;
·
To be in a position to arrange a room having space of
120 sq ft having electricity ;

Society will have huge savings on essential e-Government
services like health, computer education etc. On an
average a villager saves eight times the money that he
spends on the CSC. So more revenue earned by the CSC
means an 8-fold saving for the Villagers. Certified
companies in the field of health, insurance and
agriculture have realized the depth of the market and
have been actively campaigning in the villages. This has
led to better understanding and wiser decision-making
before taking a purchase decision.
