PUBLIC FACILITATION CENTRE (PFC)
INTRODUCTION :
The Udalguri District Administration has introduced an
electronic delivery system for all public services. PFC is
an e-Governance package which introduced to meet such
objectives like speed, efficiency, consistency and
reliability and to substantially improve the citizen
interface etc. This web-enabled software is developed to
automate a number of citizen-centric services being
delivered by the district administration. The current
version of PFC provides a single window facility for
submitting application forms for various services and
allows them to monitor the status of the application till
its processing is completed. It allows the head of the
office to monitor the overall performance of various
officers responsible for delivering these services.
PFC is established to serve the purpose of the common
people, by giving them services like Permanent Residence
Certificate(PRC), Jamabandi, Birth Certificate, Death
Certificate, Legal Heir, Bakijai and many others services
etc. within stipulated time frame. PFC project is first of
its kind in Udalguri, where all the citizen centric
certificates are computerized and issued through a single
window.
How it works :
The software has client and server components developed
mainly using ASP(Active Server Pages), VB6(Visual Basic 6)
as front end and SQL-2005 (Structured Query Language)
Server as back end. The Development of software,
maintenance of database and all other technical support to
this project have been provided by NIC, District Centre,
Udalguri. The main PFC Centre in the Deputy Commissioner
Office is connected to NIC, Udalguri which is also the
main server room as well as to the computer room at the
first floor of the DC Office building.

Public Benefits:
Since it is a facilitation centre, utmost importance is
given to the public so that they could get certificate
easily. People know when they will get the certificate
after applying in the centre. They can get a certificate
in the stipulated time mentioned above. The common people
did not need to go from branch to branch in search of
certificates instead they could easily get from the PFC
counter.
The major benefits are, like:
1. Public is getting the Certificate in shorter time
period.
2. With the monitoring facilities one can find out the
present status of his/her application.
3. With the well-designed application form, Document
required for applying for a certificate is clear to the
Applicant.
4. People do not have to roam around the Branch to Branch
to know about the status of the Certificate.
Benefits of District Administration :
PFC will provide commendable job in delivering of public
services to the people. The entire work of Certificate
Branch is now completely computerized and computerized
certificates are issued to the public in quick time. Along
with general certificates like PRC, PRC Circular, Non
Creamy etc. Bakijai Certificates are also issued. Two
Dealing Assistants are allotted to look after the matters
of PFC. All the works of PFC is done by PFC Staffs. All
the revenue earned by PFC will go to the District
Administration.

3. Less manpower requirement.
